Article Processing Charges (APC) and Waiver Policy
The European Journal of Research and Development (EJRnD) is committed to transparency in all matters related to publication charges. In line with recognized best practice in scholarly publishing, the journal clearly states whether fees apply, at which stage they apply, what they cover, and whether any waiver or discount options are available.
1. No Submission Fee
EJRnD does not charge any submission fee, editorial evaluation fee, or peer review initiation fee. Authors may submit their manuscripts to the journal and undergo editorial screening and peer review without making any payment at the submission stage. The editorial assessment of a manuscript is not conditioned on advance payment by the author.
2. Article Processing Charges (APC)
An Article Processing Charge (APC) is payable only if a manuscript is accepted for publication. The APC supports the journal publication and production operations within its open access model. No APC is requested for rejected or withdrawn manuscripts.

3. What the APC Covers
The APC contributes to the costs associated with the publication of an accepted article, including:
- Peer review management and editorial administration
- Professional copyediting and proofreading
- Typesetting and PDF production
- DOI registration via CrossRef
- Digital hosting, archiving, and long-term accessibility
- Metadata dissemination to indexing services
- Publication platform maintenance and development
The APC is a charge related to the publication of an accepted article, not a payment for editorial preference or guaranteed publication.
4. Waiver and Discount Policy
EJRnD supports equitable participation in scholarly publishing and recognizes that publication charges may create barriers for some authors. The following discount categories are available:

Important: Discount categories are not cumulative. The highest applicable discount will be applied. Eligibility is verified by the editorial office based on the corresponding author institutional affiliation and World Bank country classification data.

5. Full Waiver (Hardship Cases)
In exceptional cases, full APC waivers may be granted at the discretion of the Editor-in-Chief for authors who can demonstrate genuine financial hardship and lack of institutional or project-based funding. Waiver requests do not influence editorial decisions — all manuscripts undergo the same peer review process regardless of the author ability to pay.
6. How to Request a Waiver or Discount
Authors requesting a waiver or discount should submit the request to the editorial office at journals@orclever.com before or immediately after acceptance. The request should include: the manuscript title, the corresponding author details, the reason for the request, and any supporting documentation.
7. No Influence on Editorial Decision-Making
Payment of the APC, or the granting of a waiver or discount, has no influence on the editorial evaluation of a manuscript. Editorial decisions are based exclusively on relevance, originality, scientific contribution, methodological rigor, ethical compliance, clarity of presentation, and peer review outcome. This separation is essential for editorial integrity and is consistent with COPE principles.
8. Timing and Refund Policy
The APC becomes payable only after final acceptance. No APC is charged before acceptance or for rejected manuscripts. Once publication processing has begun after acceptance, APC payments are generally non-refundable, except in cases of duplicate payment, administrative error, or other exceptional circumstances.
9. Transparency
EJRnD is committed to maintaining a clear, accessible, and up-to-date fee policy. Any changes to APC amounts, waiver criteria, or payment procedures will be reflected publicly on this page. By submitting a manuscript, authors acknowledge that they have read and understood this fee policy.
